NaphCare delivers healthcare services and solutions within jails and prisons to the incarcerated population. We provide a full spectrum of medical and mental health care and support, which includes primary care, acute and emergent care, preventive care, specialty services, behavioral health care, substance use treatment, medications, and dental care. NaphCare has three core lines of business:
- Proactive, preventive healthcare, providing a community standard of care
- Technology solutions designed specifically for correctional systems, including our corrections-specific electronic health record, TechCare

NaphCare participates in a competitive bid process to get contracts with government agencies (e.g., local jail, sheriff’s office, state DOC) that wish to contract services. The agency issues a Request for Proposals (RFP), and in response, NaphCare submits a proposal that meets all requirements of the RFP. Once the agency selects NaphCare and awards the contract, we work with them to reach mutually agreed-upon contract terms that govern the duration of the service term. Negotiating clear and measurable standards that reflect the scope of patient care services, consider daily operational realities, and ensure accountability for both parties is vital to establishing an open, collaborative partnership that centers patient care.
Early identification of medical, mental health, and substance use issues is the most impactful action we can take to save lives. NaphCare’s Proactive Care Model is designed to ensure that comprehensive medical and mental health screenings occur at intake and that medications and treatments are initiated in the critical first hours following booking. From there, NaphCare delivers a continuum of individualized care – from intake to re-entry – that leads with a focus on proactive, preventive care.
NaphCare is committed to helping patients who struggle with addiction, recognizing that substance use is a major driver of incarceration in the US. We pioneered the use of buprenorphine to safely manage opioid withdrawal in the correctional setting and provides a full spectrum of Medication-Assisted Treatment (MAT) services for individuals entering jail or prison who are already on MAT or need treatment initiated during incarceration.
TechCare is NaphCare’s innovative electronic health record (EHR) system, designed specifically for correctional healthcare. A corrections-specific EHR, it enables healthcare staff to manage patient records accurately and efficiently while maintaining compliance and safety standards. TechCare integrates critical systems, ensures real-time data access, and automates workflows to improve patient outcomes, staff efficiency, and compliance with national standards. TechCare is used in more than 220 local and state correctional facilities, managing over 200,000 active patient records daily
