Skagit County, WA Selects NaphCare to Provide Proactive Healthcare for County Inmates

BIRMINGHAM, AL — NaphCare, Inc., an independent partner to correctional facilities nationwide for innovative healthcare management and technology solutions, was selected by the Skagit County Sheriff’s Office and the Jail Finance Committee to provide comprehensive medical care to the inmates housed at the recently opened Skagit County Community Justice Center located in Mount Vernon, Washington.

The new 400 bed facility was built to better house county offenders, which averages about 200. The old jail was built in 1984 and designed to hold only 83 inmates.  The Sheriff has the responsibility to supervise the healthcare program for persons held in County custody.

NaphCare provides a range of correctional healthcare services in 37 states and brings 29 years of correctional healthcare experience to Skagit County.  This new partnership with Skagit County marks the sixth contract in the state of Washington and NaphCare’s 26th contract nationwide to provide comprehensive healthcare services in a county or city jail system.

Starting on February 1st, NaphCare assumed responsibility for the management of all facets of medical, dental, and emergency care at the Skagit Justice Center.  In addition, NaphCare now provides off-site hospital/physician network development, medical scheduling, and has installed a web-based electronic medical records system to optimally manage inmate care and costs.  Prior to NaphCare, Skagit County ran the jail medical program themselves.

Key to a successful transition involves NaphCare’s installment of its proprietary electronic health record, TechCare®.  NaphCare’s Information Technology team stays on-site to ensure that the new software and hardware systems are operational on day one, and that staff are fully trained.  “Designed by us specifically for correctional facilities, TechCare® will optimize inmate health information management, streamline sharing of medical records, and improve day-to-day operations at the Justice Center,” explained Susanne Moore, Chief of Operations and Executive Vice President for NaphCare.

NaphCare employs a team of healthcare professionals in Birmingham, Alabama, who review patient charts, start medications, and monitor the delivery of healthcare at the jail 24/7.  No other correctional healthcare provider, public or private, offers a similar level of service.  Explained Ms. Moore, “Having this second set of eyes watching out for our patients is particularly valuable in a jail the size of Skagit County.”

Jack Donahue, NaphCare’s Senior Vice President, Western States, says, “NaphCare’s clinical team and I are prepared to build upon the well-run medical services already in place.  We’re excited to be able to expand our footprint in Washington and are committed to a long term alignment with the Sheriff.”

Sheriff Will Reichardt added, “The Skagit County Sheriff’s Office is looking forward to this partnership with NaphCare as we continue to grow into our new Justice Center facility.   NaphCare shares our goal to provide quality, cost efficient care in a safe and secure environment.”
