Comprehensive Healthcare: NaphCare designs client-specific programs to meet inmate healthcare needs. Our comprehensive healthcare program includes physician and nursing services, dental care, mental health/psychiatric care, pharmaceuticals, utilization management, and administrative support.

Donald C. Kern, MD, MPH, CCHP, Dr. Kern has over 30 years of healthcare experience, including almost 14 years in corrections. He has been a Board member and senior physician surveyor for the National Commission on Correctional Health Care, and he is President-elect of the Society of Correctional Physicians. Dr. Kern has worked in academia (he is a Fellow of both the American College of Physicians and the American College of Preventive Medicine) and has also published numerous articles and given many presentations concerning the field of correctional medicine. He oversees clinical operations and chairs several committees such as Continuous Quality Improvement and Utilization Management. With extensive correctional experience, Dr. Kern provides excellent medical leadership and strategies to better coordinate inmate healthcare.



William Kissel, MS, CCHP, has more than 28 years of experience in mental health, 24 of which have been in the correctional healthcare industry. He develops and manages NaphCare 's mental and juvenile health programs and is responsible for developing and implementing evidence-based mental health programs, and for supervision of contracted mental health staff. In addition to these responsibilities, Mr. Kissel also writes the policy and procedure manual for our comprehensive mental health program, used to assess an inmate's risk of suicide, mental illness, substance abuse, self-harm, violence, impulsivity, and level of cognitive functioning. With vast experience in correctional mental health, he provides ongoing training programs for mental health and medical staff as well as correctional officers/professionals.




Larry Gann is an experienced Registered Nurse and former Health Services Administrator. He oversees operations for all of our jail client facilities, including orientation and training and ensuring appropriate relations between site healthcare staff and correctional staff. Mr. Gann has 15 years of healthcare experience and is the corporate liaison for on-site Health Services Administrators. He is responsible for budget compliance for jail medical services as well as staffing issues and recruitment. His background includes extensive experience in the transition of newly acquired facilities.



Kerry Kelley, RPH, MPA, has more than 35 years of experience in pharmacy management positions. He is responsible for all aspects of NaphCare's pharmacy program, including operations and procedures related to formulary management, as well as serving on our Pharmacy & Therapeutics Committee. His responsibilities include management of drug utilization to provide optimum quality in the correction environment, management of drug studies for situational appropriateness, quality control of dispensing and distribution, implementation of systems in contracted facilities, and on-site support to the healthcare management staff.
