Dr. Steven Bonner
Corporate Medical Director, Mental Health
Dr. Steven Bonner has been in practice for over 15 years. He is a board certified psychiatrist who joined NaphCare as the Chief Corporate Psychiatrist in 2011. He graduated medical school from the University of Arkansas for Medical Sciences, completed psychiatry residency at UAMS, and was the Chief Resident in his final year. Dr. Bonner became the Corporate Medical Director for NaphCare in 2013. He has direct oversight of all provider services and clinical operations.
In addition, Dr. Bonner is a Telemedicine provider within the NaphCare system. He serves as a member of our Morbidity & Mortality and Pharmacy and Therapeutics committees, performs psychiatric provider peer reviews, as well as oversight and supervision of all mental health programs. Dr. Bonner is a member of the Society of Correctional Physicians and the Academy of Correctional Health Professionals.
Dr. Sylvie Stacy
Corporate Medical Director, Utilization Management
Dr. Sylvie Stacy is a preventive medicine physician with experience in health information technology, patient safety, and quality improvement. She received her Medical Doctorate from the University of Massachusetts Medical School and completed a residency in preventive medicine and public health at Johns Hopkins University. With a Masters of Public Health from the Johns Hopkins Bloomberg School of Public Health, she aims to improve the health of populations, communities, and individuals through the use of evidence-based approaches and innovative technologies. At NaphCare, Dr. Stacy is responsible for leadership and oversight of clinical aspects of healthcare operations, clinical utilization management, and improving processes and systems for healthcare delivery.
She works closely with multiple departments to advance and expand NaphCare’s electronic medical record product and to provide strategic medical leadership to deliver consistent, high-quality care that aligns with a rapidly changing healthcare system.
Vice President of Quality Assurance, APRN
Ms. Dowling has more than 15 years of correctional healthcare experience as both a nurse practitioner and a health services administrator within Florida correctional facilities.
She is currently licensed by the Florida Board of Nursing as an Advanced Registered Nurse Practitioner and is a member of the Florida Nurse Practitioner Network, the Florida Viral Hepatitis Council, and the NCCHC. As Vice President of Quality Assurance for NaphCare, she gives particular attention to NaphCare’s compliance with national standards and state-specific standards for our clients.
Vice-President of Operations, RN
Mr. Henderson has over 11 years of progressive experience within the healthcare field. At NaphCare, he is instrumental in facility transitioning, hiring and training staff on TechCare™, the development of policies and procedures, and clinical support for personnel.
Prior to working as NaphCare’s Regional Director of Nursing, Mr. Henderson worked as an RN, providing direct patient care to over 3,500 inmates. As an RN, he was responsible for ensuring correct documentation and evaluation of provider orders, notes, and MARS. His clinical and administrative expertise allows him to oversee clinical practices and ensure high quality care at contracted correctional facilities.
